A Legacy of Faith and Service. A Future of Healthcare.
St. Xavier Community Medical Centre was founded to expand access to reliable, high quality healthcare in Mpala and surrounding communities in Wakiso District, Uganda.
The centre is rooted in a long standing legacy of service led by the late Elizabeth Nalubowa Mukasa and Francis Xavier Mukasa, whose lifelong commitment to education, faith, and community care continues to shape the mission of this institution today.
In the 1960s, they founded St. Kizito Mpala Primary School, creating access to education in a rural community that had long been underserved. Over the next two decades, they nurtured generations of students before the school transitioned into a government institution. Their work reflected a deep belief in dignity, access, and service values that now guide the development of St. Xavier Community Medical Centre.
While Elizabeth shaped young minds, a dedicated teacher became a second mother to every child in the community. She gave her life to education not just in the classroom, but in every moment she spent shaping the hearts and futures of her students. Her husband Xavier lived an extraordinary dual life. As a professional accountant, he served with distinction in public service. Yet his greatest work happened not behind a desk, but on the dusty roads of Mpala. For over 30 years, Francis Xavier volunteered tirelessly in our community as a Catholic catechist, riding his bicycle from home to home throughout the community. He visited the sick, prayed with those on hospice, and offered final prayers at burials. He prepared couples for marriage, counseled those in troubled relationships, and guided children through every stage of their Catholic faith formation.
WHY THIS MEDICAL CENTRE MATTERS
The vision for St. Xavier Community Medical Centre was shaped by lived experience.
After years of service to others, Francis Xavier suffered a stroke and required long term care at home without access to professional rehabilitation support for 8 years. His family provided care with dedication, but without the resources, training, or equipment typically available in more developed healthcare systems.
Similarly, what began as a treatable oxygen deficiency for Elizabeth quickly escalated into a life threatening emergency. By the time her family managed to transport her to a hospital with proper equipment, it was too late she had already de-circulated. A life dedicated to nurturing others was cut short by the very challenge we now seek to address.
These experiences highlighted a critical gap:
timely access to equipped, local healthcare can determine outcomes.
St. Xavier Community Medical Centre is being developed to address that gap by bringing essential medical services closer to the community. Our mission is to create a healthier community where no one is denied care because of poverty, distance, disability, or neglect.
OUR PURPOSE
St. Xavier Community Medical Centre is being developed to:
- Provide accessible, affordable, and high quality healthcare
- Deliver maternity, inpatient, and diagnostic services
- Support patients and families with compassionate end of life care
- Extend care beyond the facility through community outreach and mobile clinics
The centre is designed to serve as a sustainable, community based healthcare institution that responds directly to local needs.
BUILDING FOR LONG TERM IMPACT
Construction of the medical centre is actively underway, with the two floors completed and future phases focused on expanding capacity and services.
The long term vision is a fully equipped, multi level hospital supported by trained professionals, appropriate medical technology, and systems that ensure consistent, quality care.

St. Xavier Community Medical Centre represents both a personal commitment and a professional responsibility.
Through my work in healthcare, I have seen how access to trained staff, proper equipment, and timely care directly impacts patient outcomes. I have also experienced what happens when those systems are not available.
This project is grounded in the belief that communities like Mpala should have access to the same standards of care that exist in more developed settings.
Every step in building this medical centre is guided by that principle ensuring that individuals and families can receive safe, timely, and dignified care close to home.
We are committed to building not just a facility, but a healthcare system that serves current and future generations. Creating a healthier community where no one is denied care because of poverty, distance, disability, or neglect.
